Is it possible to export .srt files in a frame based format instead of millseconds? I can't see a way to to do it, am I missing something?

The SRT format is by definition time-based and not frame-based. If you put e.g. SMPTE timecode in an SRT file, instead of timestamps, it would no longer be an SRT file.

However Aegisub does support a few other formats that use timecode or are otherwise frame-based:
EBU STL, European standard broadcast format
Adobe Encore, although this is based on old information and not tested with newer versions of Encore
MicroDVD, very basic format somewhat similar to SRT
TranStation, specialist format for some professional applications
