Timings seem to be in milliseconds

Dialogue: 0,0:00:00.00,0:00:02.12,Default,,0,0,0,,Title 1
Dialogue: 0,0:00:02.12,0:00:04.12,Default,,0,0,0,,Title 2

Is it possible to export in frames like hh:mm:ss:ff

Not in the ASS or SSA formats, they are explicitly defined to use time stamps rather than time code.

Of the formats Aegisub can export to, the following are frame-based rather than time-based:
Adobe Encore
Do not PM me asking for help with Aegisub, Automation, karaoke or anything like that, I won't reply.
